Stop every watch of a channel, a contact or the whole agent

Requires ACCESS_CHANNELS and current creator/admin authority. Computer tokens are restricted to their own install and a validated persisted channel decision. Integration bot keys cannot manage watches. Send exactly one of channelId (the source channel a watch reports in sourceLink), contactId or all: true. Every matching active watch is stopped at its own current revision, so no revision is needed; stopped watches are untouched. At most 100 watches are stopped per call: while remaining is above zero, repeat the call with the same clientRequestId. Existing provider requests may finish after Stop. Each stop retains the creator via agent attribution; the external recipient sees an ordinary send. Limited to 30 mutations per credential per minute.
