Resume an agent trigger

Admit wakes again. Source access and consent are checked again; a circuit-opened trigger needs reset-circuit instead. Requires the trigger's current revision and an idempotency key, and the caller must be a creator or admin of the agent's channel (an agent credential acts only on a verified manager request).
