Start Agent Run

Admit a turn and start the Ask Copera agent. Runs as the token owner, bounded by their own workspace permissions and AI budget — identical to a run started from the app. The one exception: a headless run may only use plan or approve permission mode. bypass/bypass_except_destroy are refused with a 403 (AI_PERMISSION_MODE_REQUIRES_ADMIN, reason: "public_api_headless_bypass") regardless of the workspace's Act Freely policy or the token owner's admin status — an unattended script has nobody to show the approval card to, so silently downgrading the request would leave the run parked in waiting_for_approval forever instead of failing fast.
