Pause an agent trigger

/agent-triggers/:id/pause

Stop admitting new wakes until it is resumed. Work already running is not cancelled. Requires the trigger's current revision and an idempotency key, and the caller must be a creator or admin of the agent's channel (an agent credential acts only on a verified manager request).
