Ask whether to keep watching after a task
POST/computer-agent-watches/:watchId/ask
Own-install runtime operation requiring ACCESS_CHANNELS and proof of an accepted outbound operation for the same task. Creates at most one durable pending question per watch/task. Asking never grants subscription authority and the question has no expiry. Limited to 30 mutations per credential per minute.
