Reset an agent trigger's circuit

Close the circuit that paused a trigger after repeated loop or rate violations, after reading the reason. Requires the trigger's current revision and an idempotency key, and the caller must be a creator or admin of the agent's channel (an agent credential acts only on a verified manager request).
