Start a watch from an accepted send
POST/computer-agent-watches/start
Own-install runtime operation. Requires ACCESS_CHANNELS and authenticated accepted-send evidence; a queued message, draft or failed send cannot start a watch. Target and creator via agent attribution derive from the durable operation. Existing active mode is preserved; a current authorized fresh send can restart a stopped watch. Limited to 30 mutations per credential per minute.
